So, I figured I'd post some of this stuff here for everyone's use.
First, a guide to total city costs:

We're PS-SE-Tx (Purple Lotus Swamp, South East, Tier x).
It outlines the overall resource and coin costs for each tier.
Additionally, it seems to be the case that in the near future you will get your items back from profession quest turnins. This means we should wait for going to the next tier until the change is implemented because I figure we can sell the plans we use for the T1 learning, and then use the plans for T2 and T3, this should save us a bunch of money, assuming it comes out soon. In the meantime, we still need the base money and the resources, so stockpiling them is needed. Hopefully we'll have the coin and materials by the time this gets patched in
